When goods stored in a Free Trade Zone are shipped abroad rather than to mainland Indonesia, this form is filed instead of a standard PEB. No Indonesian import or export duty applies because the goods never crossed into Indonesian customs territory — they were always within the FTZ's special jurisdiction.

Used heavily by Batam-based electronics assemblers exporting finished consumer products to Singapore, Malaysia, Thailand, and global destinations, and by oil-and-gas-services companies operating from Bintan.
