BC 3.0, formally known as Pemberitahuan Ekspor Barang (PEB), is the customs declaration filed by every Indonesian exporter sending commercial goods abroad. Like the import-side BC 2.0, the PEB is lodged electronically through CEISA before the cargo is loaded onto the export carrier.
Required attachments: commercial invoice, packing list, bill of lading (or airway bill), certificate of origin (when needed for destination tariff preferences), and any export licences (Lartas Ekspor — applies to commodities like raw minerals, palm oil products, and CITES species).
Some exports trigger Bea Keluar (Export Duty) — most notably crude palm oil, mineral concentrates, and unprocessed wood products under PMK regulations updated annually. Other exports may trigger DHE (Devisa Hasil Ekspor) reporting under Bank Indonesia rules requiring foreign-currency proceeds to be repatriated to Indonesian banking.
