BC 1.6 governs the entry of imported goods into a Pusat Logistik Berikat (PLB) — a Bonded Logistics Center. Unlike a Bonded Storage Facility (TPB / Kawasan Berikat) which is a manufacturing zone, a PLB is a logistics hub: imports can be stored, consolidated, repackaged, blended, or held for distribution to multiple Indonesian destinations without immediate duty payment.

Companies use PLBs to defer duty until goods are actually sold or moved to their final domestic destination, to consolidate shipments from multiple origins, or to operate regional distribution from Indonesia for ASEAN markets. When goods exit the PLB into Indonesian customs territory, BC 2.8 is filed and duties become payable; when goods are re-exported, no Indonesian duty applies.

Major PLB operators include cross-dock and 3PL providers around Tanjung Priok (Jakarta), Tanjung Perak (Surabaya), Belawan (Medan), and Soekarno-Hatta cargo terminals. Operating a PLB requires a separate Bea Cukai licence under PMK 28/PMK.04/2018.
